Black Market stations -- only place to buy boosters, faction/officer loot, pirate implants, faction ships, etc. on a special "market" that works like the regular market but also deals in 'black-market' goods. Can also trade regular stuff there, but the above things can't be traded on the high sec market, or in low-sec 'regular, legit.' stations that don't support the black market. I think this would create "pirate destinations".. little hubs where that kind of trade would take place. Sentry guns would still protect some, but it's risky going there. There has to be some risk, you know. :)
2. Spawn the occasional arkonor, bistot, crokite nuggets in belts.. maybe even a 'vein' of it, to encourage prospectors to go looking, once again. No automatic-after-downtime regen of course. It needs to be a rarity.
3. Spawn the occasional NPC battleship in belts.. or even a group... just to give noobs a taste of 0.0.
4. Allow interdictors to do their evil thing. They can't get the edge of their bubble closer than about 10km to a gate (so jump-ins have a prayer). Its mainly to catch people warping TO the gate from elsewhere. 0.0 is lawless, you can bubble the gate there.. but this is low-sec Empire we're talking about, with some semblance of law, afterall.
5. Remember the highways? You could get to anywhere in Eve from anywhere in Eve in very short order because of them. Amarr to Jita in 1 jump, etc. How about putting a few of those highways in low-sec? Risk of going into low-sec, reward of quicker travelling.
Oh well, just a few quick ideas.
1) Good idea except then every one of these hubs will become like Jita is now. With 300 nine year olds hanging around the station. The difference is they will actually be able to shoot without getting Concorded. I just don't like any idea that encourages more camping. We have enough of that already.
2) I agree. Miners need a better reason to mine in Low Sec. This could also promote more combat in belts if miners bring an escort or guard.
3) I would have no problem with it as long as the spawns were rare.
4) Bubbles are retarded. I don't want to see them in low sec in ANY form. If you want to fight me, warp scramble me like a man. 
5) With WTZ in now, I doubt we need highways. I don't know how the old ones worked though because that was slightly before my time.
